there were only 42 marine magistrate cases. It
might therefore well be considered whether this court room
could not be made into a general office and marine casos tried
in the Harbour Master's Office.

The Board Officers room is not much used by Boarding Officers as their duties are chiefly on the warbour, and the
clerical work they have to do in office is small. For most of the time this room is lying idle. There are not many examina- -tions monthly. Not many Chinese go to the Marine Survey Office;
and it seems immaterial whether that office is on the ground or first floor, Mr. Percobois argument that it would be best to have the entrance and clearance of ice on the ground floor has little force. It can be no hardship for the sh Captains report- -ing themselves to go to the lat. floor. There is ample accor:O- -dation therefore. The Marine Surveyor's office is a strictly technical office and practically self-contained, the clerk to the Surveyor is extremely lightly worked, and the only valid and good reason for moving the marine surveyor's office to the 1st. floor would be so as to arrange that the clerk be placed in the general office so that he could perform other duties in
addition to his present ones.

On the whole it might be best to place the ont and clearance department in the court with the clerks at present
there.

The lat. Chinese Clerk (The Accountant) who has practically no dealings with the public can occupy one of the
small rooms with his assistant as at present.

It would be quite possible for the Marine Surveyors
to have the present entrance and clearance office when their clork could assist in general correspondence.
17.
The Harbour Haster states that the junk inspectors have on many occasions assisted in passing emigrants, but the proper work of these officers is on the Harbour.
